Sir: -
I am directed by Secretary Sir E. Grey to trans-
mit to you, to be laid before the Secretary of State
for the Colonies, a decode of a telegram from the
British Opium Commissioner at Shanghai and to suggest,
for the Earl of Crewe's consideration, that all avail-
able information should be communicated to this De-
partment as soon as possible as to the extent of
opium smoking among Chinese coolies on the Rand and
as to the spread of the opium habit from the Chinese
to other races, white and black.
